It comes as London Mayor Sadiq Khan confirmed that the scheme would be expanded to help all.
The ULEZ scrappage scheme means that anyone with a non-compliant vehicle can claim up to £2,000 to replace their vehicle with a complaint type.
The expansion follows news that a high court judge ruled the ULEZ expansion to all of Greater London can go ahead on August 29.
The ULEZ expansion will mean all drivers of non-complaint cars will be forced to pay a daily fee of £12.50.

ULEZ scrappage scheme offered to all Londoners
Before the ULEZ scrappage scheme was expanded, it was only offered to means-tested benefits but now it will be available on a first-come first-served basis to all.
Plus, the announcement will also see more support offered to small businesses, charities and people with disabilities.
Speaking of ULEZ scrappage scheme expansion, Mayor Khan said: “As we continue to build a greener and healthier London for everyone, I’m determined that no Londoner and no London business is left behind.
“We need to take people with us on the path to a sustainable future.
“We are ensuring that help is now available for everyone, and I urge Londoners to come and get it.”

What does the ULEZ scrappage scheme offer?
Alongside Londoners claiming up to £2,000 to use towards a complaint vehicle, the expansion will also allow for van scrappage payment to increase from £5,000 to £7,000.
Whislt small businesses and sole traders will be able to scrap three vans or minibuses for payments between £5,000 to £6,000.
Charities will be offered increased payments for minibuses from £7,000 to £9,000.
Khan shared that the expansion will be funded by the £50m of City Hall’s reserves.
