The League One club announced the arrival of the 23-year-old late on Friday night, with Cooper becoming the 11th signing of the summer window.
The centre-back has signed until January, following previous loan spells at Yeovil, Newport County, Swindon Town and Forest Green Rovers, where he made 21 appearances.
Cooper also has nine Wales U21 caps and was called into the senior squad in March 2021 for a friendly against Mexico and World Cup qualifier against the Czech Republic.
“I’m really excited to be joining the club,” he told the club website.
“I’ve had some good conversations with the manager and I feel like the way he wants to play will suit me down to the ground.
“I’m a ball-playing centre-back, I like to start attacks but most importantly I like to win.
“I learned a lot by playing in League One last season and I’ve become a better player for that.
“I can’t wait to get started.”
Wellens welcomed his latest arrival, adding: “Brandon has enjoyed some good loan spells so far in his career and I’m looking forward to working with him.
“He is a good footballer who likes to build play from the back and he will fit the way I want us to play.
“He is still young at 23 and will keep developing whilst he is with us.
“He is a very good organiser for his age and has a strong voice at the back.”
