Plans to demolish two shops and replace them with homes have been axed.

Developer Victoria Road Romford Ltd applied in March this year to build six flats and three terraced houses at 67-71 Victoria Road, replacing the Twins Wedding Shop and Wet Pets shop along with a large car park at the back.

This was a third such bid by the developer, whose previous attempts to build 21 and 15 homes each also failed to get Havering Council’s approval.

The new proposal said the site is currently “under-used”, featuring “poor quality” buildings with an “ill-defined” character.

It added that the redevelopment sought to provide high-quality homes in a sustainable location and enhance the appearance of local area.

But the council has now rejected the latest plans, saying the building would be “out of character” with the area due to its size.

It specifically noted that units 4 and 5 on the ground floor will have poor quality accommodation as their windows would be close to pedestrian and vehicle access, infringing on the privacy of those living there.

The council said in the decision statement: “Poor quality outlook, poor quality light and the perception of being overlooked would combine to create a confined, gloomy and oppressive environment. As such, the development fails to provide a satisfactory living environment.”

The development was also said to have “an adverse effect on living conditions” on residents living in nearby Jane Court.

Other reasons for rejection included lack of sufficient parking provision and loss of light for inhabitants in surrounding properties.

No details are currently available if the decision will be appealed by the developer but the Recorder has contacted agent Hgh Consulting for comment.
