A fly-tipper has been fined after being caught dumping rubbish in a car park.

A van was captured on CCTV driving into South Hornchurch Community car park on March 18 before household waste was dumped from the back of the vehicle.

It then drove off but Havering Council’s environmental enforcement officers investigated and managed to track the vehicle owner to a property in Thurrock.

A fixed penalty notice [FPN] for £400 was issued to the person, who was also ordered to pay £300 for failing to disclose a valid authorisation to carry waste.

From April 2022 to March 2023, a council spokesperson said 600 FPNs were served for dumped waste-related offences in Havering.

In the past three months up to August, the authority has served a further 33 FPNs for fly-tipping offences.

Councillor Barry Mugglestone, cabinet member for environment, said: “We won’t tolerate the illegal dumping of waste in our borough and, as this example shows, we will take the necessary action against those who think they can get away with it.

“We also continue to encourage residents to report fly-tipping and help us keep our borough cleaner.”
